deCarta to Award $1-Million Worth of Software Platform Technology to Winners of 2006 NAVTEQ Global LBS Challenge – in The Americas

NAVTEQ and deCarta team to deliver new incentives for innovative wireless LBS applications

CTIA Wireless IT Conference – Los Angeles – September 12, 2006 – deCarta (formerly Telcontar), the leading supplier of software platforms and services for the Location-Based Services (LBS) industry, today announced it has committed to award one year ($250,000 ARV) worth of free licensing of its Drill Down Server® geospatial software platform or Hosted Web Services to the grand prize winner and each of the three category winners of the NAVTEQ Global LBS Challenge in The Americas.

The deCarta award supplements NAVTEQ’s prize of $50,000 cash and $100,000 in NAVTEQ® data licenses for up to one year awarded to the grand prize winner, and $10,000 cash and $75,000 in NAVTEQ map data licenses for up to one year awarded to the category winners. The announcement was made as part of NAVTEQ’s official launch of the LBS Challenge at the CTIA Wireless IT show.

The NAVTEQ Global LBS Challenge is a developer program created to catalyze growth in the location-based services industry by bringing together the key players in the LBS/wireless value chain. From wireless business applications to sports, travel and security, integrating the accuracy and richness of NAVTEQ digital map data facilitates the timely evolution of the next wave of location-based innovations using wireless technology.

“NAVTEQ appreciates this generous commitment from deCarta to the LBS Challenge and its participants,” said Winston Guillory, Senior Vice President - Global Consumer & Enterprise, NAVTEQ. “As a Platinum Sponsor of the LBS Challenge again this year, and with a history of providing the underlying geospatial platform to previous LBS Challenge winners, deCarta plays a significant role not only to the NAVTEQ LBS Challenge, but to the broader development of unique and attractive LBS applications.”

“Both consumers and businesses are hungry for location-based services that enhance the mobile lifestyle and workforce, and developers are eager to deliver it to them,” said J. Kim Fennell, President and CEO of deCarta. “deCarta is proud to do its part in inspiring the next wave of location-based services by providing developers with high-performance, easy-to-use, and scalable solutions that quickly take their creative works from concept to use.”

Registrants of the LBS Challenge also have the option to use deCarta’s developer tools to build the location-based applications. Those interested may visit the deCarta Developer Zone, a free online service that allows developers to quickly prototype and demonstrate location-enabled applications. With the Developer Zone, developers can build a proof of concept application in as little as an hour and a working application in a day. Registration is free and takes less than five minutes. Please visit: www.decarta.com/products/dz/index.html.

Registration for the LBS Challenge officially closes on November 10, 2006. For more information, visit: www.lbschallenge.com.
