Annual NAVTEQ Global LBS Challenge Launches with Global Sponsor Nokia, Expands Judges Panel and Increases Prize Pool -- Challenge Preview Session to be held at CTIA Wireless IT & Entertainment

CHICAGO, Sept. 12 -- NAVTEQ (NYSE: NVT), a leading global provider of digital map data for vehicle navigation and location-based solutions, will be hosting a preview session of the Annual NAVTEQ Global LBS Challenge(TM) at CTIA Wireless IT & Entertainment at the Los Angeles Convention Center on September 13, 2006 at 11:15 a.m. Immediately following CTIA's keynote sessions, NAVTEQ will present an hour-long program that includes an overview of the LBS Challenge and a panel discussion from previous LBS Challenge winners and judges.

This global program challenges application developers around the world to build innovative location-based services (LBS) that work with mobile phones and/or wireless handheld devices using dynamic positioning technology and NAVTEQ(R) maps. NAVTEQ is expanding the LBS Challenge in a number of exciting ways, including:

-- Presenting winning developers with an increased prize pool of up to $2 million including cash and data licensing fees from NAVTEQ and LBS Challenge sponsors;

-- Expanding an already elite panel of judges with representatives from major wireless carriers, industry experts, and venture capitalists including Bain Capital, Cingular, Helio, i-Hatch Ventures, MK Capital, Motorola, Nokia, Openwave Systems, Sprint, T-Mobile, Telus, and Verizon Wireless;

-- Offering new NAVTEQ content specifically tailored to the demands of the wireless market. LBS Challenge contestants will be given free access to NAVTEQ's newly launched NAVTEQ Traffic Mobile(TM), NAVTEQ City Guide(TM), and NAVTEQ Traffic Patterns(TM).

Key companies, including hardware manufacturers, and service and software providers, are working with NAVTEQ as sponsors of the LBS Challenge, bringing together the right resources needed to promote success of the LBS developer community. For the second year, Nokia is joining NAVTEQ as the Global Sponsor of the LBS Challenge. Nokia, and the following platinum sponsors are providing developers access to their tools and platforms: Autodesk, deCarta, ESRI, KnowledgeWhere, Motorola, Networks in Motion, and Openwave Systems. LOC-AID Technologies, SiRF Technology and WinBC are participating as gold and media sponsors.

The Global LBS Challenge offers developers four solution categories in which to submit applications. These categories include:

-- Business Applications (Asset Tracking / Field Services / Billing / Buying / Advertising)

-- Entertainment and Leisure (Gaming / Location-based Imaging / Athletics / Travel)

-- Navigation (POI Look-up / Traffic)

-- Social Networking (Peer to Peer / Find Me / Personal Security)

"Nokia has an ongoing commitment to the developer community and wireless industry which aligns with the objectives of the NAVTEQ Global LBS Challenge," commented Nasser Iravani, Director, Forum Nokia Americas. "We are proud to support the hard work and dedication of so many individuals and companies developing new and innovative LBS applications."

"The NAVTEQ Global LBS Challenge is a proven catalyst for the growth and development of next generation LBS applications," commented Winston Guillory, Senior Vice President - Global Consumer and Enterprise, NAVTEQ. "We are exceedingly pleased with the way our sponsors have responded to this year's LBS Challenge by collectively increasing their prize contributions up to $2 million in cash, prizes and data licenses. This is further recognition of the extraordinary opportunities that exist within the growing LBS industry."

Global registration for the Global LBS Challenge is currently open and will close at midnight CT on November 10, 2006. All LBS Challenge solution entries for the Americas Region must be submitted on or before midnight CT on January 5, 2007 and received by midnight CT on January 12, 2007. The winners - for each of the four solution categories as well as one grand-prize winner - will be announced at CTIA Wireless 2006 in Orlando, FL on March 28, 2007.
